For those of you not well-versed in Schwäbisch, the translation of the signature reads:

Thoughts are free. Exceptions are governed by federal law.

It mimicks a formulation from the German Constitution: Das Nähere regelt ein Bundesgesetz (details are governed by federal law), which is often the last sentence in paragraphs that make up the Constitution.
