Is that why I currently have some kind of block between updates to sys-apps/pam-login and sys-apps/shadow? Because the maintainers for those packages aren't talking to each other?

Thanks for that! I'll keep the tip in mind for future blockages as well.
It's because pam-login was merged into shadow (over a year ago actually). Try unmerging pam-login. This was mentioned in as many places as we could think of, like the changelog (emerge -avl shadow), forums, bugzilla, and planet, but it still requires you to actively look for an answer. We're working on a system to get news messages and alerts out to even the most oblivious of admins, but it's difficult when they don't even bother to look. ;)Intra-Gentoo squabbles
