There did used to be a static rpm.

I vaguely remember, from the days when I used to hang out on the rpm list, that there were some issues with the db libraries (probably version skew between the system ones and the static linked ones, with consequent explosions...).

Despite the speed penalty, dpkg certainly gains some advantages from using text-based
data files as opposed to rpm's Berkeley DB back-end. Fewe library dependencies is just
one of them.
