Interesting - is this a case of "if you can't beat them, join them"? Or
is Microsoft switching to trying to promote Linux and Windows as
complimentary, not alternatives?

This is standard behavior. When a particular technology is threatening enough to the business model, they have been known to interop pretty well, then shove off when they can. For example, novell.
