Interesting - is this a case of "if you can't beat them, join them"? Or
is Microsoft switching to trying to promote Linux and Windows as
complimentary, not alternatives?

This is standard behavior. When a particular technology is threatening enough to the business model, they have been known to interop pretty well, then shove off when they can. For example, novell.Microsoft and XenSource to Develop Interoperability for Windows Server Virtualization
