Ubuntu post-summit specification review process

During the summit, a team was formed to review draft specifications and
provide feedback to their authors:

After any concerns were addressed, the reviewer would promote the
specification to Pending Approval status, where it would be approved by the
Technical Board or a designated approver.

Of course, there wasn't enough time to review and approve all of the
specifications written during the summit, so this process will continue over
the coming days.  The deadline to have specifications approved for Edgy
features will be next Thursday, July 6th.  This will be a short release
cycle, so it's important to get this out of the way early so that we can
focus on implementation.
