I would hope that even places which run virus scanners apply security updates to their systems. Virus scanners don't prevent all security problems, and because they are based on signatures you have windows of exposure between the time new malware is in the wild and when it is blocked -- windows which would be covered if the malware was taking advantage of a vulnerability which had been patched long ago, if the system had that patch applied.
