England (unlike Scotland, Wales & Northern Ireland) has no government. I guess you mean "United Kingdom".

Hmmm. But it also wouldn't be strictly correct to say that the "UK Government has decided that"... because particular government directives only apply to specific countries in the UK (or generally, a department can only direct England and Wales to do something, Scotland and Northern Ireland are handled in a different way...) So you could say that the "UK Government has decided that England and Wales" will have a look at OpenOffice.

This demonstrates why I no longer subscribe to Linux Journal -- they're too concerned about adoption of Linux, especially in business. The article purports to be about the status of the project, but spends a full third of its space talking about business and government adoption, before finally getting into the status of the project.
