What do you mean by "you need to build the tree with a non-UTF-8 locale"?

I am trying to install qt-3.3.4 which is needed by kdevelop. I have installed artwork-0.96-2 but the configure insists it is not there.

The doc folder is in /usr/share/doc. and there are a bunch of files in the /usr/share/locale/ directories. What have I missed?

I am using Fedora 2.
