Huh. Is it not possible to override this via /etc/, instead of messing with /usr and risk that your change is silently reverted when dracut gets updated?

The proper way is removing dracut-config-rescue. Nothing depends on that package and deinstalling it will remove /usr/lib/dracut/dracut.conf.d/02-rescue.conf.
