Why split bin + sbin?

As a tacit admission of this, one can note that most(?) Linux distros out of the box add /sbin and /usr/sbin to the PATH also for normal users.

(Also makes using sudo easier.)

At least the Debian-derivatives don't by default (which for interactive systems I expect to be a majority by number of system, if not also by individual variants).

If you count Ubuntu among the Debian derivatives, at least that one does.
