Yes. I do not see any other plausible reading of section 13 of the AGPL.

I'm likely missing or misunderstanding something, but isn't that scenario covered by the "all users interacting with it" bit? If you just commit some changes somewhere and never run them, nobody will be interacting with the software, no?

AIUI, you are. If *you* commit, and *someone else* runs, who is responsible for making the software available? The reference to "your modified version" is a can of worms, if the the person who modified it didn't intend for it to be run (other than maybe their own testing purposes).
