Debian provides one way to install software which has some documented properties.
It does not prevent you to use other way to install software.
In fact it even make that easier by providing cargo.
Debian only offer more options, it does not remove existing options.

What the lobster is actually asking is for Debian volunteers to align their goal with the rust project.

That doesn't work for low level software that integrates into the system.
