It isn't my personal experience that this is a 'two countries divided by a common language' problem: sanction is an auto antonym.

It carries both opposing meanings and there is no way to distinguish it except by context.

It can mean that some official body approves of the behavior you want to take. Or it could mean that you've gone off the reservation and the director of the CIA has put out a hit on you.
