This may seem trivial but I'm a prescriptivist, and little mistakes like this are important.
He didn't 'flaunt' the code of conduct.
He 'flouted' it.
The first one means to performatively conform to it. The second one means to imply that it's a bunch of crap, and you aren't *going* to conform to it.
They are essentially opposites. I'm sure the quote was correct here in the article, but the person who said it probably should be more careful.
