For clarity: I can represent Exim, but I don't speak for the Let's Encrypt folks at all. The linked announce post was me warning the Exim userbase about the possible implications, and it was hurried text because it was after-the-fact. I'd missed that any switch was happening before mid-January, so was vaguely planning on a warning then.

I found out about the cut-over when an RSS subscription to their status feed posted, at the end of a maintenance window, that they were now issuing from R3: https://status.io/pages/maintenance/55957a99e800baa447000...
