It&#x27;s an unchanging base system with multiple mechanisms to get the latest software - crucially every user has a different idea about which packages should be latest. Even the &quot;move fast, break things and test in CI&quot; advocating devs use things like lock files and don&#x27;t like change further down the stack that they don&#x27;t control.
