I remember there was a whole discussion around the safety of VM_LOCAL_CPU, which indicated the kernel should only to flush local TLBs if a VMA is only used by a single core. Was this issue resolved?

How about making ZUFS a successor to FUSE? Fuseng? Fuse 2.0? Looks like it's already more like a framework than a filesystem in itself.
