Note that librados and librbd are depended on by other stuff (QEMU, Samba, NFS Ganesha) and are built from the same source tree. Not having them in the distributions would be super-annoying.

If you don't want to use the distro version, just install another one. The libraries are ABI-compatible so you can drop in another version and still use the distro-built QEMU.

13.2.4, which is not latest, but 14.2 was released just a month ago.
The role of a distribution is to provide integrated software. Is there more backstory to your comment?

Aaaaand, what version of Ceph do they bundle ? Would not it be better just to accept Ceph as an external stream and stop trying to ship your own Ceph rebuild which you would not be able to update in the nearest future anyway ?
