By definition, an embargo means that some people are in the known and some others are in the unknown.

This is unfairly advantaging the first group (established players) over the second one (the new comers).
To keep a balance between the interest of the established players and of the new comers, the mailing list have rules that are agreed by the stakeholders (both the subscribers and the submitters). Breaking the rules without agreement of all the stakeholders is a breach of trust.

Could somebody elaborate on why extending the embargo for fixes to be implemented is such a bad thing?

I've got to be missing some context.
