UEFI is certainly more capable than DOS ever was, though people expect a lot more of an operating system today.

I...doubt it, but I'd like to recommend a different article about that: Joanna Rutkowska wrote a terrific paper called "Intel x86 considered harmful." Chapter 4 is about Intel ME.

Does this work have anything at all in common with issues around the Intel Management Engine, which reportedly can access hard-drives and the network outside any OS installed?
