Mounts are still allowed in arbitrary locations on sysfs and proc.

Marking the directories intended as mountpoints are essentially just code cleanups.

The marking enables the code that allows unprivileged users to mount proc and sysfs to know with certainty that it may safely ignore anything mounted on those directories. Any mounted elsewhere on proc or sysfs prevents a new instances of proc and sysfs from being created.

New instances of proc are needed for new pid namespaces. New instances of sysfs are needed for new network namespaces.

Not all post Merge Window Patches are fixes.

And new features that Linus wants added are sometimes included.

Linus is thus in a strong position to limit "elective" changes and obtain the self fulfilling prophecy.

It appears diligent review, analysis, testing and fix posting are the sole hope to save our Master Editor's prediction.
