Either way, the state gives you some 'free stuff' if you will at least make a little effort to pretend to be a breeder. <br> <p> I think that rather than simply trying to expand the program to be more fair by also doling the stuff out to one additional class of people, we might think about just ending the program. <br> <p> If not, then let's ask a few more questions.
