Why do you think they have such <a href="http://source.android.com/source/version-control.html">complex system</a> with it's own <a href="http://en.wikipedia.org/wiki/Gerrit_(software)">web UI</a>? This is because the whole thing is developed by competitors who don't trust each other. There are bazillion NDAs and everything is done in very <a href="http://en.wikipedia.org/wiki/Coopetition">coopetive</a> fashion.
