A practical concern with any type of white-listing is that the list goes out of date and creates upgrade dependencies. If the kernel is going down that path, it would be preferable if there were a mechanism for dynamically updating the list, as with the dynamic PCI id table.

Erm, given any thought to security? PCI IDs don't really have security implications. Given its scope, SCSI command white listing is absolutely littered with them. I don't think you want to stir dynamic update into that already seething pot...
