Do you have a citation for that?
Because this isn't documented in the LICENSE file of either CUPS repository [1], nor is it mentioned in the handful of source files I just looked at, which all seem (only) say: 'Licensed under Apache License v2.0 See the file "LICENSE" for mode information.
