Agreed, that's what would happen.

Scenario I was envisaging is the subversive does /not/ initiate the "break glass" procedures, but just waits patiently for the big "break the glass, all hands on deck to debug this massive outage!" event to happen (which is inevitable, with current culture in many big tech places) - and then capitalise on that.

Will it be picked up? Who knows.

But I know for a fact that in some of these big outages, ad-hoc binaries get built on devs machines and pushed out with dirty scripts, outwith all the CI and stuff, with quick-fixes. (The CI and other normal deployment tools may be broken as part of the outage anyway). And those binaries may end up running for a week or two.
