Amdahl made this a feature. You paid for a small machine, and could upgrade it (via software) whenever you needed the faster machine. Since you were renting the machine anyway, this placed a small administrative burden on everyone. In essence, this is the elasticity that we now praise in cloud computing.

Doubling down, this is about ensuring cloud providers negotiate appropriate fees. Unless competitors undercut these fees.

So it's a temporary thing. Intel won by nuking these constraints once upon a time.
