Resurrecting DWF

My organization (CERT/CC) is a CNA and has been on the CVE board since it's inception. I'm happy to push for:

1.) Us assigning a CVE for every DWF
2.) Trying lots of other things to fix the currently very broken process
3.) Publicly supporting DWF as an open-source replacement for CVE

We've also been trying hard (and not having very much success) fixing the process. Why on earth it doesn't work like ISBN or something makes no sense at all. The current process is definitely broken.
