Resurrecting DWF; why not OVE IDs?

What's the purpose here? Reading the article, it answers the how it solves the problem, but I'm not so sure it describes what needs solving.
If it's just to quickly get a unique vulnerability ID, then https://www.openwall.com/ove/ seems much simpler. There's less hassle, one just get an OVE ID, done.
