Quite the contrary. People had actual proper soundcards (me: ad1816 or cs46xx on daughterboards), and with other chips (me: ali5451 in first post-2000 laptop), there was ALSA's dmix that would do software mixing via shared memory, before moving the software mixing off to separate - and quite high latency! - daemons like PA.
