ncm's statement is a bit of a hyperbole, but only a bit. Early PA had broken even the most basic setups that used bog-standard Intel sound chips.

It wasn't that hard to fix, but still.

Setups that only worked because the user had tweaked OSS, ALSA etc to ****ery to force them to work ...

PulseAudio relied on the underlying layers working properly. For the most part, at the time, they didn't.
