Well, does windows have such fallback DNS system ?
If not, what situation, exactly, are we talking about ? Somehow, the dhcp will send a broken setting to fedora, but a good one to windows ?

If the network is broken, both fedora and windows will be broken
If fedora only is broken, then the user is right to blame it

Having some fallback is useless at best, in any cases
