Deprecating scp

Seems to me the smarter thing isn't to orphan SCP and create new one that will never be fully compatible.

It's to create a new command that's more secure and let those that need it use it. Let the users that need the extra security and permission checking use the new version and those that don't can keep using scp. I just don't see the value in eliminating or orphaning it when it's not a security vulnerability but an undesired capability.
