There are around 1900 people listed in the AUTHORS file for Emacs.
There are currently over 200 people with commit rights.

For the curious, I did a quick gitdm run; from 26.1 to 27.1 saw 8237 patches from 326 developers. 50% of those came from five developers (Lars Ingebrigtsen, Eli Zaretskii, Paul Eggert, Michael Albinus, Stefan Monnier). There are 166 people who contributed exactly one patch toward this release.
