This license was created by VanL at the request of one of his clients, who intend to use it for a distributed-ledger-style system where cryptography is part of the essential nature of the system. The expectation is that once the code is published under this license, anyone will be able to use it to create their own distributed-ledger networks, with the caveat that they must always allow users of those networks to get copies of the data they've placed into the network.
