I strongly dislike the title of this article.

First, I thought that there's talk about a possible 'GPL 4'. But the article isn't actually about the GPL.

Second point is that the title implies that the GPL is full of anti-features, scaring away users, and a problem in itself.

I think for the "more scary" part, that was the author referring to those who already think the GPL is scary. As for the "making the GPL", I understood it once I read the first few sentences of the article. It's no different than, for example, saying that "Saleen made a mean Mustang". If the article were about "GPL4" I'd think that would stand out in the title. So it could have been more verbosely written as "Making a variant of the GPL that's even more scary for people who already think that the GPL is scary" the original title is shorter and, I think, not deceptive.
