Hmmm if they literally copied the AGPL, then yes I think it does (but I'm not a lawyer, and especially not a copyright lawyer).
If I were the FSF (in the case where it is a direct copy), I would send them a CnD, and in it ask them to not verbatim copy the license.
However here in the real world, I doubt the FSF will do much about that, even if it is directly copied.
