Just an idea.

Couldn't extended attributes be used to store encoding, language and a display-name?
Together with mount option(s); indicating what to do with these attributes and providing defaults.

Though this would then be limited to filesystems supporting extended attributes (mainly ext{2,3,4} and XFS).
