"KDE" no longer refers to the desktop environment, but to the community. So "KDE libraries" doesn't make much sense. ;) IMO "part of KDE Applications" (which can run on *any* DE, for the record) would be better.
On a more technical level, Konsole depends on the KDE Frameworks, which are libraries totally decoupled from the desktop environment (Plasma)
