There are about 1% of users who use GNU/Linux today on desktop and many more—on server. But if you think that these are popular because it's FOSS then you are sorely mistaken: GNU/Linux is used because it's cheap, not because it's open. Android is free, too, thus it could easily fill that niche.And yet paid Linux is doing quite well on servers, as you mention. Dell's Developer Edition/Linux laptops have seen multiple generations. Linux is used for many reasons, and by your own reasoning, "cheap" does not explain why.
There's no argument that the "desktop" is changing. The reason seems to be that many people who barely needed PC's bought them anyway, while in modern times many personal computing uses can be handled by mobile devices.
Mobile devices are abysmal for security, content creation, and lock-in.
