A small runtime application allows it to be run as a desktop application - this is a Qt executable that incorporates a Python interpreter and web browser along with the main application in a single package that can be installed on a developer laptop as with previous versions of pgAdmin.

I recommend https://www.jetbrains.com/datagrip/?fromMenu - they support PostgreSQL and do intelligent code completion. It's already better than PgAdmin for most of the tasks.

Proprietary but cheap enough not to care about it.
