Wilfully or not, Stallman misunderstands the offer by Lattner in 2005. It was not merely "we will turn over copyrights to FSF". It was, quoting Lattner's mail,

If people are seriously in favor of LLVM being a long-term part of GCC, I personally believe that the LLVM community would agree to assign the copyright of LLVM itself to the FSF and we can work through these details.
The offer was conditional on integrating LLVM's features and goals into GCC -- features (modularity, extensibility, etc) that Stallman detests and is blocking in GCC to this day. From LLVM's point of view, it is a very good thing that nobody took up that offer!

Kastrup's comment

The current situation is not the outcome of a coordinated attack against the GNU project but rather the most obvious and natural consequence of our own actions
is spot-on and Stallman hopefully recognises it or can be made to recognise it.

The offer was not ignored, but unfortunately was not backed up with action.
