So "container managers can treat nested containers the same as they do the top level"

I'm not clear if this addresses the 'single cgroup manager' problem ?

ie that lxc and systemd both expect to have control of the top-level cgroup and can't delegate to _different_ nested managers.
Meaning I can't run lxc containers on a systemd booted machine.
