Not sure why we are discussing this still but the lack of any such wording was in say the 4.0 release announcement was a problem that was corrected in the 4.1 announcement but it was too late for some distros and some users. Since this is such an old mistake, there is no real purpose to try to justify it anymore. The current releases have more or less corrected the actual issues with the 4.0 release. So we can and should really move on.
