That's a rather significant mischaracterization of CAP. CAP provides Search and Rescue and Disaster Relief services (among it's other missions) and as part of this it trains to take pictures of disaster areas. There is no systematic effort to take pictures of the US, the pictures that are generated are byproducts of other efforts.
