so systemd really isn't modular because if you replaced any of the binaries, then it would be depending on another daemon.

you can't have it both ways

I was referring only to the init system part. systemd itself is a collection of programs, many of them optional and some of them not. If you introduce extra dependencies on the non-init system parts, then it is not much of a problem.
