Yes, the lapped transform is conceptually similar to the MDCT used in MP3 and other transform codecs. The main difference is that the Daala lapped transform is based on the DCT-II (rather than the DCT-IV used by the MDCT) to avoid DC leakage and that the lapping filters are generally designed to be biorthogonal rather than orthogonal. But otherwise the general idea is the same. As an audio developer, I've always wondered why non-overlapping blocks are still being used for image/video processing.
