"Because Fedora infrastructure is a consumer, not a driver. If they feel that Fedora doesn't currently satisfy their requirements, forcing them to use it wouldn't magically make it satisfy their requirements"

Then their requirements aren't being made with Fedora in mind in the first place and forcing them to use it would make them either adapt or the project to adapt to meet those requirements ( or both )...

Does infra have those requirements written down somewhere so we can start examine in which area we need to improve or simply if they are being way off with what the project has to offer?

The Fedora infrastructure mailing list is the more suitable place for these type of questions.
