This license is retroactive, which effectively pulls the teeth of anyone trying to sue VP8 users using MPEG LA patents. After all, VP8 users would just have to send a signed copy of agreement to Google in case they receive a lawsuit.

Is there any guarantee that Google will still be offering that licensing option at such a time in the future when the user gets the letter?

I think yes.

Since this license is offered publicly and has no time limitations, you can simply print it out, sign and mail to Google at any time. Even if Google pulls the text from their site it won't matter - the license is freely available from tons of public domain legal documents.
