That depends on which versions of C and Fortran we are comparing.

Fortran 77 is probably faster than C89 because the former has static activation records and the later allows aliased pointers. But if we compare a later version of Fortran that allows recursion to a C99 or C11 program that uses restricted pointers, there might not be much difference (other than strlen).
